BY-LAWS
(Last Amendment February 10, 2010)

Article I.  OFFICES
       Section 1.1 Principal Offices.  The principal office of the Association in the state of
Oregon shall be located at 2065 NW Eucalyptus Dr. Hermiston, Oregon 97818.  The Association may have such other offices, either within or without the state of Oregon, as the board of directors may designate or as the business of the Association may from time to time require.
Section 1.2 Registered Offices.  The registered office of the Association required by the
Oregon Non-Profit Business Corporation Act to be maintained in the state of Oregon need not be identical with the principal office in the state of Oregon, and the address of the registered office may be changed from time to time by the board of directors.
Article II. PURPOSES
       Section 2.1 Purposes.  The Association is organized for the following purposes:
               (a) To encourage and promote barrel racing as a family sporting activity in the Greater
Columbia region.
               (b) To organize, promote, sanction and hold barrel race competitions.
               (c) To maintain records of member results at sanctioned events and award prizes for
year-long accumulated success.
               (d) To take other action as permitted by law.
Article III. MEMBERSHIP AND DUES
       Section 3.1 Classification of Memberships  There shall be the following classifications of
memberships:
               (a) Individual membership:  Individuals who participate in sanctioned events of the
Association.
               (b) Family membership: Parents and children of parents who participate in sanctioned
events of the Association.
               (c) Associate members: Individuals and business entities interested in the promotion
and recognition of the sport
                     of barrel racing.
       Section 3.2  Dues.  The dues for each class of membership shall be established by the
board of directors at each annual meeting.  Dues shall be annual dues for the
period of one annual meeting to the next following annual meeting.
Article IV. MANAGEMENT OF ASSOCIATION
       Section 4.1 Management The Association shall be managed by a board of directors
elected annually at the annual meeting.  There shall be between five and ten
directors as established each year by a vote of the members at the annual meeting.
       Section 4.2 Tenure and Qualifications of Directors The directors shall be 16 years of age
or older and be either a member of a family membership or of an individual membership.
Section 4.3 Annual Meetings. The annual meeting of the members shall be held in
conjunction with the annual awards banquet, the date of which shall be established by the board of directors. The purpose of the annual meeting shall be to elect officers and directors and for the transaction of such other business as may come before the meeting. Failure to hold an annual meeting does not affect the validity of any Association action.
Section 4.4 Regular Meetings. Regular meetings of the board of directors shall be held
without notice to the directors at the first barrel race every month beginning at
6:45 p.m.
Section 4.5 Special Meetings/Members. Special meetings of the members, for any
purpose or purposes, unless otherwise prescribed by statute, may be called by the
president or by the board of directors.
       Section 4.6 Telephone Conference Meetings. Any regular or special meeting of the board
of directors may be by means of conference telephone or similar communication equipment allowing all persons participating in the meeting to simultaneously hear each other.  Participation in such a meeting shall constitute presence in person at the meeting.
Section 4.7 Notice of Meeting Written notice stating the place, day and hour of a member
meeting and, in case of special meeting, the purpose or purposes for which the
meeting is called, shall be delivered not fewer than ten (10) no more than sixty (60) days before the date of the meeting, either personally or by mail, by or at the direction of the president, secretary/treasurer or the person calling the meeting, to each member of record entitled to vote at such meeting. If mailed, such notice shall be deemed to be delivered when deposited in the United States Mail addressed to the member's address as it appears on the member books of the Association, with first-class postage paid.
Section 4.8 Place of Meeting The board of directors may designate any place, either
within or without the state of Oregon, as the place of meeting for any annual meeting or for any special meeting of the members, called by the board of directors.
Section 4.9 Fixing Membership Role For the purpose of determining the members
entitled to notice of, or to vote at, any meeting of the members or any adjournment of such meeting, the member must have paid his/her dues for the
current year (on or after the most recent last annual meeting)
Section 4.10 Quorum  A majority of the votes entitled to be case on a matter, represented
in person shall constitute a quorum at a meeting of the members.  If less than a majority of the members are represented at a meeting, a majority
of the members present may adjourn the meeting from time to time without further notice until a quorum is present or represented.  At such adjourned meeting during which a quorum shall be present or represented, any business may be transacted which might have been transacted at the meeting as originally noticed.  The members present at a duly organized meeting may continue to transact business until adjournment notwithstanding the withdrawal of enough
members to leave less than a quorum.
Section 4.11 Voting/Members Each member in order to vote must be a paid
active member.  Family membership with children under the age of 18 years of age; living at home, shall receive two (2) votes and single membership receives one (1) vote.
Section 4.12 Proxy  No proxy shall be permitted. Members must be present in person to
vote.  Rule proposals may be voted upon by mailing in Ballots, at the discretion of the board of directors.
Section 4.13 Manner of Acting.  The act of the majority of the directors present at a
meeting at which a quorum is present shall be the act of the board of directors.
Section 4.14 Removal.  All or any member of the board of directors may be removed
without cause, at a special meeting of the members called for that purpose, by a vote of the majority of the members then entitled to vote at an election of
directors.
Section 4.15 Vacancies.  Any vacancy occurring on the board of directors may be filled
by:
               (a) the members;
               (b) The board of directors;
               (c) If the directors remaining in office constitute less than a quorum of the
board, they may fill the vacancy by the affirmative vote of a majority of all the directors remaining in office. A director elected to fill a vacancy shall be elected for the unexpired term of the director's predecessor in office.  Any directorship to be filled by reason of an increase in the number of directors shall be filled by election at an annual meeting or at a special meeting of the members called for that purpose, unless otherwise provided in the Articles of Incorporation.
Section 4.16 Action Without a Meeting Any action that may be taken at a meeting of
the directors may be taken without a meeting if consent in writing, setting forth
the action so taken, shall be signed by all directors.
Section 4.17 Annual Audits.  An annual audit shall be performed at the end of each year
and upon the completion of said audit; all books, receipts, checks, drafts, etc.
shall be presented to the board of directors.  Auditors shall consist of one (1)
member of the board and two (2) additional members of the Association.  The
outgoing secretary/treasurer and the newly elected secretary/treasurer shall be in
attendance.  This shall be performed before the Annual Meeting and not before the Annual Awards Banquet.
ARTICLE V. OFFICERS
       Section 5.1 Number The officers of the Association shall be a president, a vice president
and a secretary/treasurer, each of whom shall be elected by the members at the annual meeting.  Such other officers and assistant officers and agents as may be deemed necessary may be elected or appointed by the board of directors.  Any two or more offices may be held by the same person.
Section 5.2 Election and Term of Office  The officers of the Association to be elected by
the members shall be elected annually at the annual meeting of the members and when elected, shall be a member of the board of directors.  If the election of officers shall not be held at such meeting, such election shall be held as soon thereafter as may be convenient.  Each officer shall hold office until his or her successor shall have been duly   elected and shall have qualified, or until the officer's death, or until the officer shall resign, or shall have been removed.
Section 5.3 Removal Any officer or director not fulfilling their duties may be removed by
the members.
Section 5.4 Vacancies. A vacancy in any office because of death, resignation, removal,
disqualification, or otherwise may be filled by the board of directors for the
unexpired portion of the term or the nominated member with the next highest votes at the time of the previous years' voting will fill the position.  In the case of a tie, then a new vote may be held for the tie breaker.
Section 5.5 President The president shall be the principal executive officer of the
Association and subject to the control of the board of directors, shall in general
supervise and control all the business and affairs of the Association. The
president shall, when present, preside at all meetings of the members and of the
board of directors. The president may sign along with the secretary, assistant
secretary, or any other proper officer of the Association so authorized
by the board of directors, certificates for shares of the Association and any deeds, mortgages bonds, contracts or other instruments which the board of directors has authorized to be executed, except in cases where the signing and execution of any of the same shall be expressly delegated by the board of directors or by these bylaws to some other officer or agent of the Association, or shall be required by law to be otherwise signed or executed. The president shall, in general, perform all duties incident to the office of president and such other duties as may be prescribed by the board of directors from time to time.
Section 5.6 Vice President  If a vice president or vice presidents are authorized and
appointed by the board of directors, then, in the absence of the president or in the event of the president's death, or inability or refusal to act, the vice president (or in the event there is more than one vice president, the vice presidents in the order
designated at the time of their election, or in the absence of any designation, then in the order of their election) shall perform the duties of the president and, when so acting, shall have all the powers of, and be subject to all the restrictions upon the president.  Any vice president may sign, with the secretary or an assistant
secretary; certificates for shares of the Association, and shall perform such other duties as from time to time may be assigned to him/her by the president or the board of directors.
Section 5.7 Secretary/Treasurer The secretary/treasurer shall:
                (1) Prepare the minutes of the meetings of the members and board of
directors;
    (2) Authenticate the records of the Association;
    (3) See that all notices are duly given in accordance with the provisions of
                    these by-laws or as required by law;
                   (4) Be the custodian of the Association's records;
                   (5) Keep a register of the mailing address of each member, which shall be  
                     furnished to the secretary/treasurer by such member;
                   (6) Sign with the president or a vice president certificates for shares of the
Association, the issuance of which shall have been authorized by
resolution of the board of directors;
    (7) Have general charge of the stock transfer books of the Association;
    (8) Have charge and custody of and be responsible for all funds and securities
of the Association;
    (9) Receive and give receipts for moneys due and payable to the Association
from any source and deposit all such monies in the name of the Association in such banks, trust companies, or other depositories as shall
be selected in accordance with the provisions of Article VI of these bylaws; and
(10) In general, perform all duties incident to the office of secretary/treasurer
and such other duties as from time to time may be assigned to him or her
by the president or by the board of directors. If required by the board of
directors, the secretary/treasurer shall give a bond for the faithful discharge of his or her duties in such sum and with such surety or sureties as the board of directors shall determine.
ARTICLE VI  CONTRACTS, LOANS, CHECKS, AND DEPOSITS
Section 6.1 Contracts.  The board of directors may authorize any officer, officers,
agent, or agents to enter into any contract, or execute and deliver any instrument,
in the name of and on behalf of the Association, and such authority may be
general or confined to specific instances.
Section 6.2 Checks, Drafts, etc.  All checks, drafts, or other orders for the payment of
money, notes, or other evidences of indebtedness issued in the name of the
Association, shall be signed by such officer, officers, agent, or agents of the
Association and in such manner as shall form time to time be determined by
resolution of the board of directors.
Section 6.3 Deposits. All funds of the Association not otherwise employed shall be
deposited from time to time to the credit of the Association in such banks, trust
companies, or other depositories as the board of directors may select.
ARTICLE VII  WAIVER OF NOTICE
       Section 7.1Whenever any notice is required by be given to any member or director of
the Association under the provisions of these by-laws, under the provisions of the Articles of Incorporation, or under the provisions of the
Oregon Non-profit Corporation Act, a waiver of the notice in writing,
signed by the person or persons entitled to the notice, whether before or
after the time stated in the notice, shall be deemed equivalent to the giving
of the notice.
ARTICLE VIII  INDEMNIFICATION
       Section 8.1The Association shall indemnify to the fullest extent permitted by law any
director, officer, agent, or any other person who has been made a party to
a proceeding because the individual is or was a director, officer, agent, or
other person entitled to indemnification under the Oregon Non-profit
Corporation Act or any federal act or statute.  The right to and amount of
indemnification shall be determined in accordance with the provisions of
the Oregon Non-profit Corporation Act or any federal act in effect at the
time of the determination.
ARTICLE IX  AMENDMENTS
Section 9.1These by-laws may be altered, amended, or repealed, and new by-laws
may be adopted by the members by a majority vote of the members at any
regular or special meeting.

2009 Rules and Regulations
Latest Addendum – November 6, 2009
The following rules are adopted and ratified by a majority of the members of the Greater Columbia Barrel Racing Association (G.C.B.R.A.) present and shall not be changed or amended until the next annual meeting, except at the discretion of the Board of Directors.
MEMBERSHIP
1. Membership:
1.1Single – Anyone 19 years of age as of January 1 of the current year.
1.1.1Dues: $35.00
1.1.2 Awards nomination fee of $35.00 per membership
1.2      Family-Parents and children under the age of 19 as of January 1 of the current year
           1.2.1 Dues: $40.00
           1.2.2 Awards nomination fee of $35.00 per membership
1.3 Non-contesting -- Non-contesting members can hold a position on the Board of
Directors, vote and receive a newsletter
       1.3.1 Dues: $15.00 for individual and $20.00 for family
1.4 Voting Member -- Paid active members only, to be paid prior to voting at the
annual meeting. A single membership has 1 vote and a family membership has 2
votes.
2. Dues for previous members must be paid by time only night. This is to help reduce the
confusion and bookwork on our first race night. Dues to be paid in full when submitting
membership application.
3. Prior to receiving any contesting points, all dues and fees (total of $65.00 single and $70.00 family) must be paid by each member.     See Point System and Awards and Classifications sections below for class nomination information.
GENERAL RULES
4. Any member 17 years of age and under is required to have a parent or guardian on the grounds each night.
5. Work Nights:
5.1 All memberships are required to do two (2) work nights during the year.
5.2 Four memberships are to sign up for a night or be assigned nights. Responsibilities are as
follows: Someone at each barrel all night      (moving barrels for raking and stomping), gate
people, pull up stakes, take down electric eye, help clean up after race and turn off arena
lights.
5.3 Any member not fulfilling their work duties will lose their points for either that night or the
previous night and be fined $25.00. A member must obtain a director’s approval to miss their
assigned work night prior to that night.
5.4 If a fine is imposed, the member will be put on the black list until the fine is paid.
6. The G.C.B.R.A. will switch arena locations on barrel race nights when needed at the discretion
of the Board of Directors.
7. If a cancellation is necessary due to weather or arena conditions, it is at the discretion of the
Board Members and shall be voted on     by the Board Members present. If any classes have
been completed before cancellation, those classes’ points will count and they will not have a
make-up race. Only members that are entered in the cancelled race shall be allowed to run in the
make-up race. In     all fairness, these are the people who were present at the cancelled race and
could not run due to the conditions for that particular     race.
8. All riders must wear western or lace-up boots. Adults may wear western riding tennis shoes
with a heel. Any member failing to         wear appropriate footwear will not be allowed to compete
NO Exceptions!
9. Stud Horse Rule: No one under the age of 17 will be allowed to ride a stud horse without
signing a notarized, stud-release waiver.     All juniors and younger members will only be
permitted to participate on a stud by mounting and dismounting at the gate. Absolutely   
NO exceptions!
10. All rule proposals to be due upon a date set by the Board of Directors before the last race.

11.     President cannot serve more than two consecutive years.

RACE NIGHTS
12.Race Night Dates 2010: March 28 time-only day, April 7, 21,  May 5, 19; June 2, 16, 30; July 14,
28; August 25; September 8, 22, 29; October 6; Make up night – October 13 or 20 (make-up if
needed).

14. Club riding events will be on every other Wednesday. All nights are to count towards points
and all classes will earn equal points (refer to Rule 33).
15. Races will run from alternate ends of the arena each week as conditions permit.
16. One gate person will be assigned on each gate used for that night. No one under the age of 18
will be allowed to run gates.
17. The maximum barrel pattern to be set is 90 feet by 105 feet with a 60-foot starting line
(depending on the size of the arena). Breaking the pattern or coming back across the starting
line is an automatic disqualification for that run. The pattern consists of one right turn and
two left turns or one left turn and two right turns.
18. Time only’s will run from 4:30 p.m. to 6:30 p.m. No time only’s in classes (left up to the Board
of Directors).
18.1 Member cost: $5 per run or 3 runs for $10 per immediate family members.
18.2 Non-member cost: $7 per run or 3 runs for $15.
18.3 All board members shall receive 10 free time only's for the current year as an incentive.
19. All classes charge a run fee of $5 for members and $7 for non-members each night. In
addition, each membership will pay a $2 arena fee per night.
20. Participants must pay at the announcer’s booth before entering the arena.
21. On the first barrel race of every month the arena will be cleared at 6:30 p.m. and there will be a
meeting at 6:45 p.m. with the race immediately following.
22. Riders are to stay off the barrel pattern at all times when not competing prior to the start of
each race night.
23. Start time: 7:00 p.m.
24. Order Of Running: PEE WEE, JUNIOR, OPEN, TEEN, $1500 NOVICE, $500 NOVICE, 5-D and
then time only’s again.
25. Positions will be drawn for all classes with the exception of the Pee Wee class.
25.1 The number of nominations per class will be the same number of chips used for drawing
positions for said class.
25.2 Members that have nominated for the class will be drawn first.
25.3 Chips will be added for new nominations prior to any draws. If nominations are received
after the draw has begun, the chips will be added for the next race night.
25.4 Non-nominated or non-members will not be in the draw, and will run at the bottom of the
draw, except on jackpot nights.
26. Beginning with the first run made each night, the ground will be raked after every five (5)
riders and at the end of every class continuously throughout the night. Time only’s will be
raked as needed.
27. No circling to start in the open class. Must keep a forward motion. Do not restart your run if
you go off course or hit a barrel.
28. No circling the barrels. This applies to all classes. A $10.00 fine will be assessed after the first
infraction. NO EXCEPTIONS!!
29. JACKPOT is on the last Wednesday of the month.
29.1 The race format will be a 5-D Jackpot, BRN4D approved, with $50-100 added each race (Fees
at the discretion of the Board of Directors). This is not a mandatory jackpot, but will be an
approved point race for that association.

POINT SYSTEM AND AWARDS
30. Members must nominate in every class intended to point in before competing for the points in
that class. Nomination forms will be available to make additional nominations as the year
progresses.
31. Same nominated horse/rider combination cannot cross-enter between any class and receive
points for any awards other than their nominated class. (Example: A member cannot
nominate a horse in a novice class, run in the novice class and then run in the open class the
next time for points during the same year.)
32. Novice points are on the novice horse as long as a G.C.B.R.A. member is riding it, and a rider
may be substituted as long as the rider is a G.C.B.R.A. member in good standing.
32.1 Novice horses can only be nominated in one novice class.
32.2 A member can point off any number of horses as long as the horses are eligible for that
class. If the member sells the horse, the points go with the horse.
32.3 A member may substitute a novice horse if the horse gets hurt.
32.3.1 The member can substitute with another novice horse and receive points as long as
the substitute horse has not been nominated and ran in any other novice classes and is
eligible for that class.
32.3.2 The member can only substitute once. The member may bring the original horse back,
but will not be allowed to substitute again. The member must provide a vet-out slip from a
veterinarian written on his/her letterhead.
33. There will be points given to eight (8) places in each class at each session of barrel night.
33.1 Points will be 8, 7, 6, 5, 4, 3, 2, and 1. All membership points will count throughout the
year.
33.2 Members will be given 5 participation points each night that they enter and run in the
class that they have nominated in.
33.3 If a non-member places, the club member with the next best time will receive points for
that place, with all remaining places filled in the same manner.
34. Year-end awards will be given to a minimum of 5 places. If 20 or more nominations qualify for
year-end awards in any class, then awards will be given to more places in those divisions
based on “one award given for every four qualified nominations. If funds allow, additional
awards will be given at the discretion of the board.
35. If there is a tie for a year-end award, a tie-breaker will be used to determine the winner. An
equal amount of runs, up to ten, with the fastest total time on runs on a standard course will
be awarded the top place in the tie. The books must read if the course is a standard pattern
or not.
36. There will be no upgrading of awards in any class. The Board of Directors will decide what
awards will be given for that year.

CLASSIFICATIONS: OPEN, $1500 NOVICE, $500 NOVICE, TEENS, JUNIORS, PEE WEE AND 5-D.
37. OPEN -- Open to all horses and riders. Points are accumulated on rider only. Members may
run in the open if they pay an additional $5.00 entry fee to have their time rolled to other
GCBRA nominated classes for points.
38. $1500 NOVICE -- Limit on horse as of the first race of the year and will remain in class for
entire year.
38.1 Must declare dollars won before nominating. If dollars won are unknown, the horse must
run in the Open class. Novice lifetime earnings do not include Breeders Sweepstakes
monies or Futurity earnings during the futurity year, and all earnings will count after that
year.
38.2 Novice points are accumulated on the horse only. Refer to Rules 30-32 for additional
class information.
38.3 Winner will advance the following year.
39. $500 NOVICE -- Limit on horse (same as $1500 Novice -- refer to Rule 38 above). Refer to Rules
30-32 for additional class information.
40. TEEN -- Rider age 13-17 as of January 1 of current year. Points are accumulated on
rider only.
41.       JUNIOR -- Rider age 8-12 as of January 1 of current year. Points are accumulated on
rider only.
42.       PEE WEE --Rider age 7 and under as of January 1 of current year. Points are
accumulated on rider only. Lead line riders can not point above other pee wee riders not
being assisted. (TEEN, JUNIOR or PEE WEE riders may receive points on one horse only per
class on an individual race night. If a rider is running more than one horse in any one of the
OPEN, TEEN, JUNIOR or PEE WEE classes, the rider must designate which horse is the
pointing horse at the time of entering said race. Lack of designation for that race will result in
no points awarded for either horse of said race. Refer to Rule 31 for cross-entry information
as well.)
43.       5-D –   Open to all nominated horse/rider combinations. All Open, Novice, Pee Wee, Junior, and
Teen riders must nominate horse/rider combination in the 5D Side Pot with a $10.00
nomination fee and $5.00 run fee.
43.1 This class will be self-supporting for awards. Monies collected for this class will
stay in this class for awards.
43.2 All runs will be rolled unless member is only running in the 5-D class.
43.3 Must nominate all horses for points to count.
43.4 Points will be the same as the other classes (refer to Rule 33).
43.5 In the 5-D, give year-end awards based on overall 5-D points. Point system is as such: 1st
place in each D receives 8 points, 2nd place in each D receives 7 points, and so on, down to
8th place. Treat the 5-D the same as the other classes, giving the same type of awards from
1st on down.

COMPLAINTS
44. It is mandatory to submit complaints in writing to the G.C.B.R.A. Board of Directors, to be dealt
with appropriately.
44.1 A $25.00 fine will be assessed for persons violating this rule. This penalty must be paid in
full before said person is allowed to run again.
44.2 No members will complain to the arena management or to the tractor driver. If members
have a problem with the ground, please contact one of the directors to handle the
problem or situation at the time.
45. The Board of Directors, consisting of a forum or four or more members, will handle all
complaints at a special meeting with involved member or members, and as such, has the
power to place any member of the G.C.B.R.A. on probation, with due notice.
45.1 If found guilty, as a disciplinary measure, the member may lose his/her accumulated
points.
45.2 All members of the Board of Directors must receive one week’s notice of any special
meeting to be held, stating the place and time of the meeting.
46. Any verbal harassment or complaints directed at the timers, announcer, directors or help, will
lead to disqualification of those particular members’ points for that go-round.
47. If a situation arises whereby the above rules and regulations are silent regarding the matter, it
isn’t covered in the G.C.B.R.A. Constitution and By-Laws, the Board of Directors will refer to
the W.P.R.A. Rulebook.
